The Constitution of the Time Lords clearly stated that when in emergency session, if the members of the Inner Council were unanimous, the President of the Council may be overruled. High Chancellor Flavia and Castellan Jerricho invoked the constitution when they, against the wishes of Lord President Borusa, summoned the Tremas Master to retrieve the Doctor from the Death Zone.
