Argatro was head of the Fremian council and the organiser of the relief effort on Freme. He told Leela about the beliefs of his people, and asked her to take some food. His father built the arc to take his people away. Leela against Veklin's orders struck up a friendship with him, using their honouring of the dead, setting up the groundwork with a future alliance with the Time Lords.
