Fu Peng

Fu Peng was the Chinese delegate to the World Peace Conference who replaced General Cheng Teik, who had been murdered by Chin Lee on the Master's orders.

When the Third Doctor first heard his name, he believed him to be Hokkien.

The Doctor and Brigadier Lethbridge-Stewart met with Fu Peng concerning the security situation of the delegates of the peace conference.

Being impressed with the Doctor's knowledge of Chinese language, culture and etiquette, as well as hearing that the Doctor had met and been given leave by Chairman Mao Tse-Tung to use his personal name, Fu Peng and the Doctor became friends.

He later recognized the dragon into which Chin Lee appeared to transform to attack the American delegate Senator Alcott, describing it to the Doctor as "one of the legendary dragon-demons of my people". (TV: The Mind of Evil)
