An unnamed looter was a London resident who, when the city was evacuated due to dinosaurs appearing, stayed behind to commit robbery.
He and another looter robbed a warehouse, but when they heard the Third Doctor and Sarah Jane Smith approaching, they attacked the Doctor and fled. (TV: Invasion of the Dinosaurs)
