Mensch was a Swampie who worked as a servant at the methane refinery on Delta III. He gathered information to pass onto his people in the swamps.
He accompanied Thawn into the swamps to look for the Fourth Doctor, but he was killed by Kroll. (TV: The Power of Kroll)
