Octan was a member of the Council of Eight who resembled the Eighth Doctor. He created the Jonah, and fitted it with a chameleon circuit. He also built a device called the star-killer, a weapon capable of destroying stars. He was killed by his Time Agent shortly before releasing the butterfly that would sink the Spanish Armada.
