Barry Jackson was a Cardiff councillor and a candidate for election as Lord Mayor in 2005. He killed the incumbent Lord Mayor, Roy Llewellyn, and proceeded to use an alien given to him by the Committee to kill his competition. (AUDIO: One Rule)
