The Control Centre on Gallifrey was where K9 Mark I was briefed on his mission to Zeta Cancri by the Space Controller, the Leader of the Time Lords and two of his advisors. (PROSE: K9 and the Zeta Rescue)

The Control Centre may have been intended as another name for the Panopticon, or for the Capitol as a whole. However, K9 and the Zeta Rescue is too vague to draw a definite conclusion.
