They're for facts/properties/roles in the DWU. Like, there's no narrative connection between Grace Holloway and Susan Foreman. By your logic, there should be no navbox that connects them. But there is: Companions of the Eighth Doctor. Again, all this isn't new: It's been policy for a while. Incarnations of the Doctor should be no different.
