While your efforts are noted, I can't say such an extensive infobox will be implemented. For one, infoboxes are not meant to contain all information, only the most relevant stuff need be on display. I appreciate that you're trying to be inclusive of all media, but this is far too much to sit atop an article, much less several articles as popular as these ones.

The sections are largely arbitrary, as there is no past/present/future per T:POV, for example, and this also allows for ambiguous cases where a character is not at all stated to be the Doctor, to be displayed there anyway. Merlin is not the Doctor. The Curator is not the Doctor.

On a practical level, too, this version would greatly expand the vertical height of the template, which is a real concern for mobile devices. Because it's incompatible with mobile, even the current version may not last forever. So I'm afraid this particular endeavor is gonna have to stop here. The short list that's there now, which may well be discontinued, is more than enough for the purpose it serves.
