Rispa

Rispa was a politician in the city that could be accessed by various temporal windows throughout London, with one specifically under the Thames. She told the Sixth Doctor and Isambard Kingdom Brunel that there intrusion constituted war. She found the humans funny to look at. Rispa showed them that the smoke filled atmosphere was killing her people. She created the tributes to destroy the Humans' industries to stop the pollution. The Doctor tried to protest that the humans didn't even know what they were doing to Rispa's world, but she believed the humans wouldn't stop even if they knew. The Doctor was able to stop the war by destroying the equipment that created the windows in the first place. (AUDIO: Iron Bright)
