The Referee was the android leader of the Hunt. He acknowledged Suzie Costello's deaths and reincarnations. He told Suzie that if she wanted time to resume normally again, she'd have to kill Alex, as she was not important to anyone. Eventually, Suzie did kill her, and time continued on Earth.
