  • Vortex manipulators are standard Time Agent kit. The Family of Blood used a stolen one to hunt the Doctor. River Song "bought" one from the alien trader Dorium, which the Doctor borrowed and hooked up to the Pandorica to kickstart the Universe before returning it.
