Chloe (Empire of Shadows)
Chloe was an associate of the Torchwood Archive.
The Archive sent Chloe and Zachary Cross Flane to Emperor Merdiven's opening of his mother's library. Merdiven had retaken the thrown after the coup which had ousted his mother fell. Zachary deduced Merdiven was an imposter who had arranged the event to kill those who might realise the truth and left him trapped in the late empress' library. (AUDIO: Empire of Shadows)
Chloe joined Zachary to the recycling world of Paraglas IV to investigate the murders of multiple Ood on behalf of the Torchwood Archive. Chloe would regularly get her memory wiped after certain missions to protect to secret nature of Torchwood, much to her dislike. She noted that she found the lack of trust to be robophobic, but accepted it as a part of her working relationship with Flane. (AUDIO: Oodunnit)
