Lord Melistar was a Celestial Intervention Agency agent who delved into the history of the Master.
He came to the conclusion that the Master had discovered that Earth was a temporal nexus point of unparalleled importance, and theorised that the Master's seemingly-minor attacks on Earth could have dramatic consequences for the Web of Time and Gallifrey itself. He bypassed normal chains of communication to send these alarming news to all other CIA agents. The leaders of the Agency instantly sent a counter-message, blaming "erratic behaviour" on the part of Melistar since his recent regeneration for his outburst of "irrational doomsaying".
