Admiral Charles Fisher was the First Sea Lord of the Royal Navy. Yvonne Hartman called him to ask him to keep his submersible stationary whilst Torchwood dealt with the Sorvix power station. She asked him to give her love to Veronica. Yvonne did not tell him the truth of the situation, believing that he would call UNIT. (AUDIO: Eye of the Storm)
