Raymond Gallagher was the leader of a criminal gang, who was concerned with the activities of Thomas Brewster. According the DI Patricia Menzies, he was mostly involved in smuggling. After most of his gang was wiped out by Terravores, he led one of the Terravores to the Sixth Doctor. (AUDIO: The Crimes of Thomas Brewster)
