Sabotage

Who sent the Utopia Signal
Something odd. Who sent the signal to lure humanity to the cold world? Sounds a trap. Maybe Rassilon as part of his campaign to destroy life so he can become a god? Or Omega? Or the Valeyard? Or someone else?
