Lord Burner was the title given to the personal assassin of the Lord High President of Gallifrey. It was the duty of the Lord Burner to "burn" people from history at the President's command. The ability to issue a burn edict was an ancient right of the presidency. However, over time, the practice became so secretive that the Lord Burner was thought to be a myth even among those who were well-informed. President Romana herself was unaware of her ability to issue a burn edict during her time in office, as the Lord Burner neglected to tell her their identity.
Irving Braxiatel recounted that he was once the target of a burn edict issued by President Pandad VII. He survived by killing the Lord Burner with an improvised weapon. Pandad punished Braxiatel by appointing him the new Lord Burner and ordering him to burn two of his own family members – "an old man" and "a child". However, someone tipped off the intended victims, who stole a TARDIS and fled. Shortly afterwards, Pandad was found dead in his office. Braxiatel heavily implied that he was responsible for both the warning and the death. Braxiatel also led the inquiry that declared Pandad’s death an accident. When President Romana took office, Braxiatel declined to inform her that he still held the position of Lord Burner.
In an alternative timeline, a version of the Doctor resembling the Sixth Doctor was the Lord Burner under President Romana. He had adopted the title "Lord Burner" as his official nomenclature, and did not refer to himself as "the Doctor" – although, while deceiving the prime version of Romana, he claimed that he had once called himself "the Doctor" long ago. The Lord Burner enjoyed his work, saying that it gave him plenty of cause for travel. He believed that the job – and, by extension, the President – required total dedication no matter the cost to himself. Inquisitor-General Leela and Commander Andred both deferred to his authority, although he suspected Inquisitor-General Leela had plans to usurp him from his position.
