A goatherd was a member of Troilus and Cressida's party of Trojans.

In 1183 BC, the herdsmen saw the TARDIS arrive in the next valley over and instantly recognised it as mobile temple which had prefigured the fall of Troy. He also recognised the Eighth Doctor as a younger version of the old man from Cressida's tales of when she had travelled aboard the TARDIS as Vicki. The goatherd then sent his friend back to the encampment so the others had time to prepare themselves and pretend they all believed the Doctor's stories about being a trader from Phoenicia when he arrived an hour or so later.

The goatherd was the first person the Doctor, Charlotte Pollard and the young William Shakespeare encountered upon leaving the TARDIS, speaking to them on a hillside. The Doctor approached him to ask their location and the current year, claiming to have lost track of both in their travelling. The goatherd told them this information and pretended to mistake them for traders from Phoenicia who had been shipwrecked and concussed, explicitly on the basis of their strange clothing and speech. He proceeded to offer them shelter, promising them a feast if they went home with him. They accepted this invitation and wearily followed the herdsmen back to the camp in their impractical shoes.

The goatherd's role in these events was recorded in several chronicles including Tales from the Matrix - True Stories from TARDIS Logs Retold for Time Tots, Vicki's diary which became known as the Primary Cressida document, the Doctor's memoir Not Necessarily the Way I Do It!, Charley's diary The Dairy of an Edwardian Adventuress and Shakespeare's play The Noble Troyan Woman of Troy.
