'Orchestrator' was a position held by Shol. The position was the most important in the Clutch, and involved conducting the ships in the Clutch using the governing computer, Traffic. The Sixth Doctor once described the Orchestrator as the conductor, Traffic as the baton, and the Clutch as an orchestra. (AUDIO: The Sandman)
