Colonel Martin was a UNIT/NA officer from at least 1975 to at least 1988.

Under Martin's supervision was American UNIT's Scientific Advisor, a Time Lord who — to much confusion — was known as simply the Colonel. Colonel Martin told Lisa Drake's father about him and his uncanny knowledge of historical trivia.

When hot-headed Lieutenant Roderick Mitchell was transferred to UNIT/NA in 1988, he was Martin's supervisor. Martin found both the Lieutenant and the Colonel difficult to work with, and decided to kill two birds with one stone by assigning Mitchell to watch over the Colonel as his Scientific Liaison Officer; this proved an eminently felicitous decision, with the two getting along splendidly.
