The Shadow Proclamation's home asteroid (PROSE: Doctor Who: The Encyclopedia [+]Loading...["Doctor Who: The Encyclopedia (2011 reference book)"]) was the base of the organisation of the same name, situated on three asteroids, linked together by bridges, from which they planned their moves. (TV: The Stolen Earth [+]Loading...["The Stolen Earth (TV story)"]) Each asteroid had distinct towers on them lit up by bright aqua lighting, but at some point, the lighting was changed to a darker yellow lighting. The Tenth Doctor and Donna Noble visited the Shadow Proclamation to alert them to the Earth's disappearance. The Proclamation was already aware of its disappearance along with 24 of the 26 other worlds. The Shadow Architect, according to the Strictures of the Shadow Proclamation, had to seize the Doctor's transport and technology because she wanted him to lead a battle across the universe. The Shadow Architect commanded the Doctor "by the Holy Writ of the Shadow Proclamation" to stop from leaving the planet. (TV: The Stolen Earth [+]Loading...["The Stolen Earth (TV story)"])

During a case of suicide moons, the Shadow Architect ordered a Judoon to deploy the under-regiment in two sectors when Colony Sarff visited the Proclamation on orders from Davros, in their search for the Twelfth Doctor, but was made to leave as nobody knew where he was.
