Commander Stark was a Sontaran Commander. He, and other Sontarans, were part of The Alliance alongside the Daleks, Cybermen, Autons, Silurians and more of The Doctor's enemies planning to trap him in The Pandorica, believing him to be the one who is causing The Cracks in the universe. (DW: The Pandorica Opens) From his physical appearance it is likely that he shares the same genetic lineage as General Staal, both cloned from the same genetic sample however this cannot be confirmed.
