The track heard is an ice cream van-style cover of "The Doctor's Theme" by Murray Gold, a usually non-diagetic musical piece played in various Doctor Who episodes. It is not clear, in-universe, why the track is present on the Millingdale website, although presumably it is a musical piece used by Millingdale elsewhere.
