Council of the Last
The Council of the Last, also known as the Codicil, were a neutral faction in the Last Great Time War. Members of the Codicil had their personal timelines re-enforced to be unaffected by the war. The Codicil later impersonated Division when contacting the Fugitive Doctor, giving her the mission of hunting down and eliminating the War Doctor aiming to release an Ouroboros by getting the two incarnations to fight each other. When the two Doctors formed an alliance and stopped the Ouroboros the Codicil revealed themselves before cutting off communication, with the two Doctors anticipating that they would both meet the Codicil again.(AUDIO: Coda - The Final Act [+]Loading...["Coda - The Final Act (audio story)"])
