Rad-etheric magniscopes were one of the many items of advanced Dalek technology present on the average Dalek flying saucer during the reign of the Golden Emperor.

Using the science of Rad-Etherics, (PROSE: The Dalek Dictionary (The Dalek Pocketbook) [+]Loading...{"var":"The Dalek Pocketbook","1":"The Dalek Dictionary (feature)"}) these magniscopes were an advanced form of telescope which utilised light ions in the ether to "see". When directed properly, they could be used to see what was happening on the surface of planets even one million miles away with astonishing precision; one would have been able to read the fine print in a book. The Golden Emperor once used a rad-etheric magniscope to observe Piccadilly Circus, in London, on Earth.
