The United Planets Parliament was ostensibly the chief legislative and executive body of the United Planets. Its head bore the title President of United Planets Parliament. The Anti-Dalek Force was created through the auspices of the president, and he was thus obliged to issue an annual report after the first year of the war against the Daleks.
