The Chief Officer of Varos was in league with Sil to have the current Governor of Varos replaced with one who would agree to keep the prices of Zeiton-7 low. He tried to have the Doctor killed, but he and Quillam were themselves killed by deadly vines in the Punishment Dome. (DW: Vengeance on Varos)
