A civil war was a war in which fighting was between an individual state or between one species.
For a war involving one species, the species had to have encountered another alien species.
One such example of this was the Imperial-Renegade Dalek Civil War, which involved the Imperial Daleks, loyal to the head of state, and Davros and the Renegade Daleks, loyal to the Dalek Supreme. (DW: Revelation of the Daleks, Remembrance of the Daleks, DWM: Emperor of the Daleks)
