Rigel 77 was a maximum security prison, known for its violent reputation. There was widespread drug-use, violence and a wide variety of torture, including waterboarding, electrical shocks and bore worms. The situation was so bad that the Shadow Proclamation had to send in troops to shut it down. Kerko, his brother and Jack Harkness had all been incarcerated at Rigel 77 at some point.
