The Manager is a secret member of the rebels who is pretending to be serving the Daleks and while pretending to be interrogating the Doctor, he whispers to him that he is on his side. After the Doctor is taken away by the Controller, the Manager contacts the members of the guerillas and is verheard by an Ogron and is killed.
