The Dalek City was the home of the Daleks on Skaro at the time of the Doctor's visit to the planet. The Daleks in the City required static electricity to power their casings, which was provided through the metal floors, and were unaware that the Thals had also survived the neutronic war. After the Daleks were destroyed, the Thals moved into the City. (DW: The Daleks)
