Creeby was a member of a species similar in appearance to Earth flies. He was a regular Bish's, a bar run by Bish. He was a war veteran and still dressed in war time regalia. He was warned multiple times about bothering patrons for a drink. The Doctor allowed him some of his drink, Creeby spat it back proclaiming it was like posion, non-alcoholic.
