A fallout shelter is an underground living space created for surviving bombardment. They were used, apparently, very frequently on the planet Skaro during the conflict between the Thals and the Kaled forces. Yarvelling and Zolfian climbed out of a fallout shelter after two years to discover that their race had mutated into Daleks (TV21: Genesis of Evil).
