The Panopticon Archive was a library on Gallifrey which stored numerous Time Lord texts, such as The Worshipful and Ancient Law of Gallifrey (BFA: Shada)
Since The Worshipful and Ancient Law of Gallifrey is located in the Panoptican Archive, it is suspected that the rest of the ROO texts are located in the Panoptican Archive.
