Bill B Brooks was Jason Dungeon's agent who enlisted the Doctor's help in finding out why Jason's behaviour had changed so suddenly. He was a short stocky bald man dressed in a suit with a flashy red and yellow tie. (TDL: The Pictures of Emptiness)
