According to the the Doctor, the Howling Halls was the place that an Elemental Shade "escaped from". (DW: Love & Monsters)

The script for Love & Monsters in no way makes clear what the Howling Halls are. However, the use of the word "escape" denotatively implies that they may have been a prison.
