Photonic missiles were Sontaran heavy weapons.
History
The Doctor feared the Sontarans would barrage Earth with photonic missiles in response to an occupation by the Rutan Host circa 1900 (DW: Horror of Fang Rock)
In 2370 at the Battle of Antares, a Sontaran Linx Class cruiser destroyed a Rutan assault cruiser with a single photonic missile after the Rutan vessel lost shields. This indicates that the weapon could be configured to an anti-ship role in addition to surface bombardment. (MA: Lords of the Storm)
