Bisham

Bisham was a worker residing on Pluto who manufactured PCM for the Usurians' Company. He was arrested for illegally taking some pills which were a PCM antidote meant for executives only. He met the Fourth Doctor while being detained, and was freed by Leela. He then helped them overthrow the Company. (DW: The Sun Makers)
