"The Fraction"? Surely Tannis refers to them as "a faction", as in, people who are a member of a smaller group of Time Lords? Casmus, the Doctor and the Minister all self-identify as "Gods of the Fourth", wouldn't that be a better name for those from Death Comes to Time who exhibit the unusual powers?
