Bilis Manger ran the shop called A Stitch in Time out of the Cardiff shopping center. It sold, exclusively, antique clocks, reflecting Manger's apparent obsession with time pieces. His stock came brand new from the past, which Manger could easily visit. Jack Harkness and Gwen Cooper visited the store to converse with Manger after they tracked him down. (TW: End of Days)

It was later discovered that there were no records of the store's existence. Its location had been a clothes shop owned by Julia Martin since 1998. (TWN: The Twilight Streets.)
