The Scientific Elite was a team of Kaleds trying to develope a way to win their war against the Thals. The head of the Elite was Davros and every member of the Elite was loyal to their cause.
They knew that their race would eventually evolve into something else and Davros was designated to create a machine in which the new Kaleds could live in. This he developed and called the Mark III Traveling Machine, which he could control by remote and could give it independent control.
