The Time Agency was an Earth-based Human agency active during the 5000s, apparently dealing with time travel.
Jack Harkness was a member of the Agency, but the Agency wiped two years of his memory for reasons he did not know. Because of this, he travelled to various places during the Blitz and conned travelling Agents into buying junk which was soon to be destroyed with a bomb. (DW: The Doctor Dances)
