Kel was a council bin man who worked in Dame Kelly Holmes Close. He accidentally covered the Isolus pod in tarmac so it couldn't get home. Rose dug up the pod and threw it in the Olympic flame that the Doctor carried to the 2012 Olympics to warm and charge up and the isolus left. Kel broke Chloe Webber's door down to save the world.
