DA-17 was a secret Dalek research facility constructed by the Dalek Empire.
Before the Dalek occupation ended, it had completed the development of a matter transmuter. It was this device that The Master attempted to steal, but the facility was laced with a booby trap. This trap contained a Dalek hatchery that began producing new Daleks once activated. (EDA: Legacy of the Daleks)
