Miracle City was the masterpiece of the architect Kroagnon. Fearful that people would ruin his work, he refused to move out and would not allow people to move in. He was eventually forced out, but those who moved in were killed. It could not be proven that Kroagnon had murdered them, so he walked free. (DW: Paradise Towers)
