The particle gun was weapon that was acquired by Torchwood One. It took them eight years to get it to work. When Yvonne Hartman presented it to the Tenth Doctor, he told her that she couldn't have a particle gun as it was the 21st century to which she replied, "we must defend our border against the aliens."
