Categories should have more than 3 articles, any lower than this I think the articles can be categorised elsewhere. I'll note this somewhere on the MOS or layout guide (or elsewhere) if there's no issues with this. --Tangerineduel 14:31, August 27, 2010 (UTC)

In my experience of organising categories, I think the language should be:
At a minimum, categories should have 3 articles, the obvious potential for containing 3 articles in future, or another category.
There are enough times where the category tree demands that some categories be "bridges" to other categories that we should allow "container categories". And sometimes you create a category knowing that there probably are three things of that type out there, but you don't know what they are right off the bat.

I agree that the potential for future articles is important to note. There are also the sort of case we have with Category:Cultural references from the real world which by rights should only contain subcategories and no articles, but some of the more specific subcats only have one or two articles within yet are fully necessary to keep that whole structure intact.
