Emily Holroyd operated out of the Torchwood Institute Cardiff branch, known in her day as Torchwood Cardiff and later as Torchwood 3.

Holroyd burnt to death a male Torchwood operative (possibly Philip Lyle) who had gotten infected by and started to change into a serpentine alien queen. Subsequently, she recruited by the young thief Alice Guppy (Torchwood.org.uk). A year or so later, circa 1899, she investigated and helped to recruit Jack Harkness to Torchwood, having already suspected both that he could not die and that he also might well know how to find Torchwood's enemy, the Doctor. In 1901, following Alice Guppy's discovery of a "second" Jack Harkness (who had crossed his own timeline), she gave permission to have him frozen so as to wake up again in 2008 in order that Harkness could defeat Gray. ((Torchwood.org.uk)
